he's worried about his replacement being incompetent and/or compromised or he's getting a lot of pressure from GOP to stay in or he's worried about more chaos if he left-staying could actually be the right , sane thing to do (assuming he cares).

Sounds more like a PR person's idea for the DepAG's reputation management.
Yes, if you are so interested in doing the right thing, you'd risk getting fired
and appoint a special prosecutor.
