A special prosecutor may not be an independent prosecutor?

Trump is a conniving snake. He cannot be trusted.

What happens if he privately recommends that Rosenstein pick a certain person to be the "special prosecutor" that Trump knows will not prosecute?

Is that something that Trump might do?

Is there anything too conspiratorial with Donald Trump?

But, what is to keep him from talking to the Acting AG in private and recommending that he choose "so-and-so" to be the special prosecutor? The AG would be making the choice but who would be making the decision?

Which is why any independent investigator will be under much scrutiny. And, as Dishpan pointed out, AG isn't always the one who chooses lead prosecutor.
