The only explanation I can come up with is he hates being President and is looking to be removed from office rather than quitting so he can continue to whine to his cult about being the victim.
Then he can claim he would have fixed everything if everyone didn't conspire to remove him from office ... either that or he's just flat out batѕhit crazy.
