1. Honestly? I think Comey had blinders on and made some horrible, indefensible decisions vis-a-vis HRC

but after really spending a lot of time examining the timeline, the statements, the details and all that has been reported since (including the reporting on pro-Trump/Pro-Guiliani FBI in NYC who were fighting for an indictment re: Clinton).... I don't see him as doing something like that. I think he was foolish to a fault, self-deluded re: his "white hat" status and "super-integrity", but no, I don't see a scenario as you outline. At all.

He crossed many lines, not least the fact he was viewing himself as the ultimate decision-maker, (as he once was prior to coming over to the FBI), thereby crossing the line from investigator to prosecutor. His comments re: Clinton might have been expected from DOJ, but not an FBI official and it only escalated in impropriety with his pre-election stunt.

Regardless, the letter wasn't sent to "Congress" as a whole, but the eight committee chairs and ranking members. It was Chaffetz' decision to release it.

That whole clusterfuck wasn't Comey's fault, but Chaffetz's.
