Power and abuse of power

The president has the power to declassify anything he or she wants. Declassifying intelligence that jeopardizes sources and was given to to you by a foreign intelligence agency on the grounds you not share it is an abuse of that power.

The president has the power to fire an FBI chief. Firing the chief when he is investigating you is an abuse of that power.

A governor has the power to pardon anyone. If Governor Jerry Brown pardoned Charlie Manson and Sirhan Sirhan it would be an abuse of that power.
