He stopped taking bad advice, likely from Sessions, and decided to move ahead with a special counsel to avoid jail time due to the growing and unsustainable weight of the coverup.
Plan and simple, he made a deal.

(1,683 posts)Yeah.....he most probably witnessed Trump, et al., committing obstruction of justice. Trump obstructed justice if his intent was to corruptly hinder the investigation, something that his own words and the latest report of what he told the Russians seems to indicate.
Likewise, Rosenstein must have intended to have corruptly hindered the investigation for him to be in jeopardy. He could easily argue that his memo was not intended to hider the investigation.....that it was simply his non-obstructive reasoning for why he thought Comey should go, that it was issued at Trump's request while Rosenstein was witnessing the obstruction, that Trump's asking for the document was part of the obstruction, but that his act of writing it was totally separate from Trump and company's obstruction crimes due to intent, and that he not only did not want the investigation hindered, he thought it could be even more effective with a new FBI director for the reasons he laid out in the document.
He could furthermore state that he intended to personally make sure the investigation continued while a new FBI director was being chosen, and beyond if necessary, and that he figured that he had prevented his firing by agreeing to write the document, which ensured that he would be in a position to protect the investigation.
I actually think this is what happened.
