Whatever Powells priorities are, his Russian backers know what they want from him, namely a peace pact, troops withdrawn from Europe, trade both ways, and soon the president-elect is toeing the isolationist line.

And Soviet Union to Russia, and rename it something like 'The Reign oh the Shitgibbon' or something like that and rerelease it.
