Who are the US leakers of info about Manchester attack and insulted our ally?

One British paper said the leaks came from a US counter-intelligence agency. Why would an counter-intelligence agency leak info that would hinder British investigation?

Was this a deliberate provocation to the British from the US?

If so, why?

1. I suspect because the Brits are cooperating with the Russia investigation.

They are being warned by Doofus Donnie. He is doing everything he can to stop that investigation. Everything. Brits, Israel and anyone else who gets in the way.

3. America's #1 counterintelligence agency is the FBI.

People have all kinds of motives. You have a disgruntled intelligence community angry at the weak, impulsive, and feckless leadership coming out of the White House. You never know what that sort of poor discipline will produce. It's certainly a grave error to leak that info. But not everyone in government work is blessed with good judgment.
