Mike Allen: West Wing officials are prepping for a years-long war with investigators and the bureaucracy, with plans to beef up legal, surrogate, communications and rapid-response teams as part of a new normal for President Trump besieged.
Said one Trump ally: The White House is embracing the fight, which is going to last as long as Donald Trump is president. Were getting street fighters ready to go.
Trump aides recognize that besides being in the crosshairs of investigators on Russia, they will be the continuing target of leaks from the bureaucracy. The Trump ally referred to this second enemy as nameless, faceless, deep-state types who have been inflamed and are punching back through the media.

(11,736 posts)It is a term that is used to describe the bureaucracy, primarily in the intelligence and national security which was designed to provide continuity to the country despite which political party is in power.
I have seen the term used on both the left and the right. People on the left typically use it to describe the police powers of the government which are often used to disrupt political movements that are challenging the status quo. As in, "The deep state planted agents into the Occupy Wall St. movement to shut it down". Think COINTELPRO.
The right, who has historically been more in line with the deep state since it seeks to maintain the status quo, has more recently been calling it out because the intelligence agencies are not enjoying the disruptions being caused by Trump's stupidity.
