It was a deliberate shout out to Putin and his interests in sowing discontent and chaos in NATO. The only part that Trump played was the willful idiot who clearly had no clue about the intricacies of NATO, to the point our "allies" were holding back laughter during his speech. Our allies certainly saw through the facade and clearly recognized his Putin slip showing.
