Perhaps it's a homage to his mother's similar colored hair, but he was brown before turning grey.

Like Ted Cruz, with his dyed eyebrows and eyelashes (which makes him look like he's using an eye pencil), on the off weeks he forgets to do a root touch-up and you can see him turn grey, and the next week, he's back to full-on Kiwi Ronal Reagan Jet Black Shoe Polished hair. Trump skips his root touch-ups too, and you can see the grey come in and go away from week to week.
