He's a vindictive jackass.
And, he's treating this like his personal reality show, tweeting that he would make his decision next week - so the world would be fixated on his decision.
He needs to go. Hopefully the world's ICs see the extreme danger in having his Russian allegiance, ego, and ignorance at the helm and move quickly to expedite him out of the Oval.
