Ecuador had a devastating earthquake shortly before they took on their houseguest. Like a full percent of their population dead, 5% badly injured, 10% homeless, and rebuilding took a giant chunk of their annual GDP. Plus, like most South American countries, they've got a distrustful history with the IMF.

They were in a position where a few hundred million oligarch dollars with minimal interest or strings could do a lot of good.

And recently, they've re-structured their currency to be a very good one for money-laundering, on the bitcoin model.
