And as an employee is subject to all laws governing US civil servants. Regardless of whether he or Ivanka draw salary or not.
Richard Painter (GOP WH counsel), Norm Eisen (Dem WH counsel), Lawrence Tribe (Harvard Con Law prof) all have given that opinion.

Clearance application ... possibly twice...
the original submission and the correction...
Each falsification is a felony...
Yes he can be pardoned...
but his security clearance can be revoked
and the pardon would not automatically reinstate it....
