He knows that releasing them to Congress means that Sessions and Trump will see them and adjust their story to them accordingly. He's keeping them close to the vest which means that he trusts their validity and will at some point use them to gauge the truthfulness of the two.

He retired to go into private practice. So the job of Special Counsel, which should have a much sooner end-date, makes more sense than going back to his old job.
