It may have had to do with the majority.The republicans had the House and Senate most of O's term.

Podesta was on CNN tonight saying this was a prelim to shutting down Senate ops because the pubs want to deliberate the health care with only 13 pubs, all men, behind closed doors.
Podesta was on Wolf Blitzer tonight on CNN.

what can be done when your party is in the minority. He did this even when the Dems controlled the Senate.
The problem is that the D's are still operating under the delusion that if we're really, really, sweet to the GOP they'll stop beating us up and taking our lunch money.
