Part of it comes from ingrained attitudes, especially among whites, about the USA being the land of opportunity and fairness. As such, warnings to the contrary can come across as whining or even anti-American to those true believers.

There's a fairly large percentage of Americans who think they will be wealthy someday, even among the poor. In some ways, it's an optimistic outlook despite how it's pretty unrealistic. Many poor whites receiving government aid would prefer to create scapegoats rather than admit that their beliefs are more myth than reality.
