It occured to me, given his impulsiveness and need to shock, what if DT himself vetoed it?
He could solidify his base. He would be stabbing Congress in tbe back, but he's good at that.

I do know, the longer we can hold him off, the better. We need to stall, delay, whatever, because who knows what may come down.
