ETA: in the story it says that the KKK guy was, at one point, charged with being involved in the abduction, torture and murder of three men. He was not convicted, it being the planet Mississippi. But the fact that he was described as "involved" suggests to me that he was not alone in that crime. Like there was not just one serial killer torturing and killing these men, but multiple.

Serial killers often travel to find their victims, so the police have a hard time connecting the cases. Of course, it's also likely that the police didn't work too hard to find black men who were reported missing.

It's going to take a long time to dig up all the bodies, piece them together, look for identifying characteristics, search for clothing, possessions, or any other such evidence in the area, go through old records, collect DNA samples, compare them with possible living relatives, etc. etc. etc. It's important that everything be done carefully.
