I don't think he would propose it. I think if this was something that he was going to do, he would either just do it or write an executive order to do it. Remember, he fancies himself a King.

With that being said, no matter how deep his collusion is, I don't think he would go this far...I hope not.

They are changed on a daily basis, and he never even sees them, unless he wants to launch a nuke. He doesn't have them, so he can't share them. If he tried, alarm bells would go off through the entire military and intelligence community. He could never get away with such a thing, because the word would go out about the attempt.
