2. No, it's "Wag the Dog." A true "Reichstag Fire" situation would be something

that looked like an enemy had done it but it had really been done by your government. A "terror attack" on New York City perpetrated by government agents but made to look like ISIS did it would be a Reichstag Fire. A "Wag the Dog" situation would be starting an actual conflict to take attention away from a domestic problem. Striking North Korea to deflect from the Russia investigation would be wagging the dog. But it would be really, really dangerous.

Also, I'm guessing that what you think will happen is that a military strike on North Korea will result in an invasion of South Korea by North Korea and the US will have to send ground forces to South Korea to fight off North Korea.

Even assuming that is true, by the time a draft was reinstated and the first conscripts called, trained, and sent to South Korea, it would be too late.
