If he sticks it in a drawer (pocket veto) the Congress will wait on other legislation when they return from the recess ( and it won't be real recess anyway) and then force him to sign it anyway.

Probably what he is doing is crafting a signing statement where he negates most of the new sanctions on Russia and only Russia.
