Senate moves to protect Mueller

2. Reauthorize the Special Prosecutor law.

Mueller was appointed as a "special counsel" to lead the agency’s investigation into Russia. His title isn't the same as a "special prosecutor" like Kenneth Starr who investigated President Bill Clinton under the Office of Independent Counsel which led to impeachment proceedings. The law that created the vast independent powers of a “special prosecutor,” expired in 1999.

Of course, congress could reauthorize that law or pass a new one, but with Republicans in control neither scenario seems very likely, at least right now.
