so he went looking. He found Saudi Arabia and, I'm guessing, Russia, all too happy to rake in the interest rates from a big risk. They were sure they could get their money back with interest, and not necessarily the legal way.

We think there may be a lot of loose change that has never been declared to the US Department of the Treasury. M. Shartface and children/consorts really don't want to submit to mere government bean-counters. Nor do most of the filthy rich.

Of course, some of this change could even be freshly minted C-notes. I've heard that various enterprising countries and operations have the ability to grow $s on trees.

Personal favors might be requested, in addition to paying back loans. Like, say, lessening sanctions, which would return billions of dollars to Putin personally? Or sending federal contracts down Saudi Arabia way? Or, in prior years, agreeing to have his lackies launder a bit of money? It's a possibility.
