"The prosecutor's office said the crash was intentional but, based on the driver's statements, it is not believed to be linked to terrorism. The driver told police that he wanted to commit suicide and also had weapons in his vehicle, RTL reported."

Cars are ubiquitous, easy to drive into a crowd, and if they aren't damaged too much, can be used to put some distance between the terrorist and the terrorist event s/he caused. Also, the car works as a shield against an attempt to stop one.
Jumping out of a van or truck, pulling out a large weapon and striding out on a shooting rampage limits one's actions, and leaves one open to attack, even if it is something that is common in action movies.

A car has crashed into a pizzeria in a village east of the French capital Paris, killing a girl of eight and injuring at least five other people.
The driver of the BMW was arrested after the vehicle hit the terrace of the cafe in Sept-Sorts, near La Ferté-sous-Jouarre, French media say.
