In snow country we normally use tons of the stuff (often mixed with salt) on our roads during the Winter but thinking that he's surround by white trash collectors is funnier.

FWIW those are technically dump trucks though. I had to verify it but apparently in NYC it's the Sanitation Dept that hauls sand, salt, excess snow and sometimes cleared out stuff that accumulates in empty lots. Up here in the boonies it's the Dept of Transportation that deals with that when needed.
Apparently NYC uses them quite a bit for protection. For instance:
The Thanksgiving Day Parade
The Time's Square New Year's Eve Celebration
and Trump Tower on 2016 Election Day
Although I hate that NYC has to spend taxpayers money protecting him & his tacky Tower, using them for a protective barrier seems like a great use of those trucks when not in use. It may even save them some money vs having to pay more manpower.
