This wasn't the case until the early 90s when Bush didn't go to a hurricane and the media attacked for not caring. A president's time would be better spent im Washington expediting resource allocatio and preparing a cost estimate for Congress.

President Carter came, to survey the damage. I remember waving at his plane when it flew overhead. I don't think anyone expected it and most people probably didn't even know he was coming. My dad knew because of his job.
