70% of the homeowners didn't have "flood" insurance. Only the most wealthy had that because they are the ones that could afford "extra" insurance.

The only insurance "company" that provides flood insurance is the National Flood Insurance Program. Are you saying that the federal government is celebrating because people didn't buy flood insurance?
