Apologies from officials

for improper actions by their subordinates would be more meaningful if they occurred before the victim went to the media a month after the action. It may be that the officials did not know about a major breach of protocol and law until they saw it on the news but that begs the question why were they unaware of such a serious incident.

In a similar vein (no pun intended) investigations that were started "within 24 hours" seem to stagnate until the public is made aware of the misconduct. Maybe an investigation should be opened to determine why that is the case.
