Memory test - how long ago were Repubs convinced to scream at bus loads of CHILDREN?

I remember this horrible exhibit of coercion, manipulation, and gullibility but had forget exactly when it happened.
Parents of kids in horrific environments in Central America were sent on their way - GOD! Could you imagine having to do that??- to the US children often completely on their own. Republican radio and Fox News convinced the dashboard believers that this was the coming of disease, crime, and the entire educational system. The only thing I've ever seen comparable to it was the Ebola scare (HINT - it was in the same year)
