What do those states have in common? Each has Republican senators who either voted against or strongly considered voting against the last Senate repeal bill.
The repeal effort doesnt seek to solve the problem of covering more people or making health care more affordable for American families. If assessed by the Congressional Budget Office, it will surely show many millions losing coverage and higher costs for millions more. Instead they are dividing the country into winners and losers (or losers and bigger losers) to achieve a more straightforward goal finding the 50 Republican votes that, along with Vice President Pence as the tiebreaker, will give them a Senate win.
Graham, who spent some of August in Arizona on shuttle diplomacy, believes the path to success is to appeal to 25 governors who will make out better under his plan. When the formula for redistributing federal dollars is finalized, my conversations with sponsors suggest, it will reserve discretion for Health and Human Services Secretary Tom Price to adjust the formula as needed to get these states and their senators on board.

Hunch says the Senate will try some convoluted method of so called Block Grants to certain States with a delayed funding deal knowing full well those selected states are Red States that plan on killing off ACA in order to placate their Political friends and supporters. In this way the 800 Hundred Billion will be used to fund the Tax Wealth Transfer to the 400 richest families.
Yesterday,Larry Sommers eluded to this being one of Cohn's and Munchin's schemes to avoid budget caps. Bottom line is,the Wealth gap between Income Classes would accelerate and create the possibility of a major recession. And to that,I thing Sommers should know what he is talking about,still remember his handy work on the last one.
Koch Brothers and other Libertarians are running the show,and McConnell and Ryan are their puppets.

And if they can do block grants,well wowzer,free money to bail out those budgets,f--- those poor folks,they can go to the ER's. Remember the last time congress did this crap,state tax cuts for corporations and the wealthy.
