He may also be trying to make nice with congressional Democrats in hopes of precluding any possible impeachment hearings.

as said elsewhere to show he can "cut deals" and get a "win".

But also, to take a swipe at McConnell in light of the story that just came out that says McConnell gave him the silent treatment during conversations in the KillObamacare period when Trump would get off track with "banter" (read: "banter = bragging" ). Part of his impulsive need to lash out and attempt to dominate.

In short: motivation = impulsive + pathological.

Sure later he will do things to try to rough up the Dem Leadership. But it won't be part of a strategic plan. Just more impulsive + pathological.
