9. to the west upper air currents are going from southwest to northeast. this means

that as irma runs into that SW to NE air flow she will stop then gradually start turning north to align herself to the air flow going SW to NE. also as this air pushes against Irma it will interfere with the storm circulation. this is called wind shear. if strong enough wind shear blowing into the storm can cut the top circulation off the storm and push it to the NE leaving shallow circulation below that shear that can actually keep going west.

10. finally, wind shear can make the hurrican lean sideways so the eye is not straight up

and down from ocean level to top. if the air cannot go straight up it weakens.
