Beyond Trump’s mental state, there are at least three other plausible explanations, as Dan Drezner notes:

1. Trump is dealing with a series of issues that have no upside for him — such as the debt ceiling and North Korea. Tweeting lets him blow off steam as he must realize he’s accomplished almost nothing in nine months.

2. Trump uses Twitter to soothe his base, which is especially important after he’s tried to cut deals with Democrats without getting much in return.

3. The more White House chief of staff John Kelly controls his information flow, the more Trump will seek out Twitter for information that makes him feel better.

1. Not sure there is any rational explanation

I think he just wakes up and "says", or tweets, whatever comes into his deranged mind.
In this morning's latest outrage, he's probably surfing through twitter and all of his favorites, hence the disgusting lana del fenty and gif advocating violence against his opponent from 10 months ago. These are the people he follows.
He has no rationale. He's garbage wrapped in skin. Nothing there.

5. He's insanely jealous of all the attention that Hillary is getting from her new book release and incensed by the truths that she is revealing about him.
