How about re-framing the label "whisleblower"

to "Canaries" ?

Whistleblower has several negative ions attached, according to a dozen random queries of acquaintances.
I'm a 77 yr old man and mostly I've held that view.
Old dogs can learn new things.

Is, "According to well informed insiders, we have learned that ___ has said ___" a whistleblower?
Or a curtain puller-backer?

What criteria should be chosen for "Ultra Top Secret"?

Curious if that's the general consensus.

Don't know yet what terms they're coming up with, but they're diverting a lot of patient-care money to a new division meant to provide an endless supply of stories showing that VA services must be turned over to for-profit business to protect vets from the horrendous abuses. The "leakers" will of course need a better term, one worthy of their heroic contributions to what is planned to be a constant stream of right wing "mostly fake news" attacks.
