Streets not passable...
Communications down on island...
5 persons drowned via river 4 missing one found:
[** name withheld **] drowned of Dominica, age approximate 58... Family has buried the body.
Police station totally damaged.

But Federal building codes are why people can still live in Miami and Tampa, and it might do some good for us to start making offers of Statehood in places in the Third World...
