I'm sure DHS has (some of) the most sophisticated electronic forensic teams on the planet. Still, there are ways to hide one's online origin.

While this report is mildly comforting, it's nowhere near convincing enough to make me think a successful hack didn't happen somewhere. It's not like a bank account was emptied or a system was held captive by ransomware. We may honestly never know if the Russians (or agents of Russia located outside that country or agents from another nation besides Russia) pulled off the hack of the century.

they are saying it was unsuccessful because they assume they wanted to change something. maybe they were just after the data, copied it, and they were happy.
they are defining success in a way that works for them.
