Real versus adjusted cost. Real cost is is the "wet lease" price of fuel, personnel salaries and administrative costs for flight planning. Mostly fuel. Probably $1200/hour in gas.
The $25k is the adjusted cost that includes wear and tear estimates, and personnel's medical/retirement, etc. Not just for the crew, but for everyone involved in flight planning and ground handling as well.
Congress passed a law that DoD be reimbursed for adjusted costs. Adjusted costs are also used to depreciate capital expenditures for tax purposes, which makes aircraft leasing and ownership more attractive.
Same reason why mileage deductions for automobiles are significantly higher than the actual cost of driving one mile.

and somehow they imaginatively bloat themselves to deform as republican-russian versions of "royalty" who garishly feel entitled to super-special, top-of-the-line luxuries at the cost of reaming hard-working American taxpayers.

That sucks. Bigly.
