Oh, and he has some sort of background in health care, even worked as an RN, and he's testified before Congress advocating some changes (deregulation) of the home medical equipment industry that were also supported by Price.

The United States Virgin Islands's At-large congressional district encompasses the entire area of the U.S. Virgin Islands. The territory does not have a voting member of Congress, but does elect a delegate who can participate in debates.[1]
The current delegate is Democrat Stacey Plaskett.
