Filipinos would be required to sing the national anthem when it is played in public and to do so with enthusiasm under a bill that the House of Representatives of the Philippines approved on Monday.
If the bill, which will be considered by the Senate, is approved and signed into law, a failure to sing the anthem, Lupang Hinirang, with sufficient energy would be punishable by up to year in prison and a fine of 50,000 to 100,000 pesos, or about $1,000 to $2,000. A second offense would include both a fine and prison time, and violators would be penalized by public censure in a newspaper.
The singing shall be mandatory and must be done with fervor, the bill states.
The law would also mandate the tempo of any public performance of the anthem it must fall between 100 and 120 beats per minute. Schools would be required to ensure all students have memorized the song.

Nineteen moviegoers have been arrested in southern India this week for violating a new law: They did not stand when the national anthem was played in the theater.
At an international film festival in Kerala state on Monday, 12 people refused to rise for the anthem, prompting a scuffle in which six of them were reportedly assaulted by other patrons.
The 12 were arrested and charged with offenses including contempt of court before being released on bail. No charges were filed against their attackers, police said.
A day earlier in the city of Chennai, formerly known as Madras, seven people took selfies while the anthem was played, leading to an altercation outside the theater with filmgoers who objected to their behavior. Police brought in both sides for questioning before charging the seven with failing to observe the new law.
Indias Supreme Court on Nov. 30 ordered that movie theaters play the national anthem before every screening and that everyone in the theater must stand up to show respect. The court was responding to a petition by a retired government official who opposed dramatization of the anthem in movies and TV shows, which the judges also ruled was illegal.

(12,448 posts)It's a ridiculous law on many levels, but forced "enthusiasm" is only going to breed resentment. Plus, if a majority of a crowd refuses to play, what are they going to do, mass arrests every time there's a ball game?

(13,081 posts)Against the people without enthusiasm. Right now the fascist Duterte is very popular, so the resentful will be in the minority. Just one more excuse to persecute someone.
The most important thing for populist dictators (as opposed to the dictator-by-force model of, say, Pol Pot) is a constant supply of enemies. Real or imagined is irrelevant, because the beauty of it is that the stated enemies may or may not be real, but they always cover upon attack on political enemies.
Duterte's drug war, for instance, has killed lots and lots of drug dealers and even more drug addicts. It's also been a useful cover for arresting, harassing, and murdering his political rivals, minorities, journalists, and liberals.

(12,448 posts)I remember when the baby dictator's father, Kim Jung Il, died. They showed big crowds crying. I couldn't tell whether there were real tears, but the emotion SEEMED real. I guess these people are isolated and brainwashed.

This shouldn't surprise us. Duterte gave a a kill order on his eldest son suspected of drug involvement. The legislators are merely following through with the authoritarian beat. The really creepy thing is Trump likes this dude, probably wishes he, too, could rule with an iron fist.
Mandatory and with fervor. Like how that sounds.
I suggest we remember these words when Trump is dumped from the WH. Passion in all things!
