Trump is so stupid that he might try to curtail travel

from Puerto Rico to the US and deny the people there their right to travel freely. Many Puertorriqueños have relatives in the 50 states who would be happy to put them up until things improve, and everyone born in Puerto Rico is a US citizen. Trump may not even know that and attempt to cut off that escape route.

He'd do it, Congress would sit on their hands while it made its way through the courts, and the SCOTUS will find some way to rule it constitutional!
