The Congressional Budget Office (CBO) projected Monday that the last-ditch GOP ObamaCare repeal bill would result in "millions" of people losing coverage.

The agency did not give a specific number given a lack of time to do the analysis before a vote, but said the "direction of the effect is clear."

The bill also would reduce deficits by more than $133 billion over 10 years, the CBO found, clearing a hurdle in qualifying for special rules to avoid a filibuster.

CBO said the reduction in coverage would happen for three reasons: in Medicaid, because the bill repeals ObamaCare's expansion of Medicaid; in private coverage, because the bill repeals subsidies that help people afford it; and because the mandate to have coverage would be repealed.

The CBO finds that spending under the bill would be $230 billion less from 2020 to 2026 compared to ObamaCare.

The new block grants to states that the bill creates would help offset the coverage losses, but only partially, CBO found.

Millions fewer people would have comprehensive health insurance coverage if the Graham-Cassidy bill passed, the Congressional Budget Office, also known as the CBO, said Monday. As soon as the office released its report, Sen. Susan Collins of Maine announced that she was opposed to bill, effectively killing the legislation's chances, at least for now.

Graham-Cassidy is the most recent of the Republican's many attempts to overhaul Obamacare.

"The number of people with comprehensive health insurance that covers high-cost medical events would be reduced by millions compared with the baseline projections for each year during the decade," the office said. "That number could vary widely depending on how states implemented the legislation, although the direction of the effect is clear."

Republicans need 50 senators to support the bill for it to pass. With Collins now opposing the bill, and Sens. Rand Paul and John McCain also explicitly against it, it appears the GOP does not have the votes to pass the bill. Since the special measure the GOP has used to pass the bill expires Saturday, Sept. 30, the party's efforts to repeal and replace Obamacare are likely thwarted for now.
