what he was was wrong, but he did it anyway. The only logical explanation is that this freeloading behavior is widespread throughout the Trump administration and he was just doing what everyone else was. He must have been assured that no one in charge cared enough to make them stop.

If the press hadn't outed him, he'd still be acting like an oriental potentate and Trump wouldn't said a thing.
