At one point, during Smith's response to Sen. Warren's question, the monocle falls as Amanda's stops twirling her (his?) mustache and shifting her eyes back-and-forth, to make a shocked facial expression.

I don't have the time-point, but the whole video is worth watching.

Just surprised that Amanda got into the gallery with a disguise in the first place, and that she wasn't forcibly removed and detained!

But no. However, that was the name of a Broadway play in the 1920s

As it turns out, he does have a name:

Rich Uncle Pennybags is the mascot of the game Monopoly. He is depicted as a portly old man with a moustache who wears a morning suit and top hat. Wikipedia

She is a campaign manager at the nonprofit advocacy groups Americans for Financial Reform and Public Citizen.

GQ: In what capacity were you at the committee hearing?

Amanda Werner: I was at the hearing today in kind of a lighter fashion than I'm normally there: to call attention to the Republican attempt to repeal the Consumer Financial Protection Bureau arbitration rule, and specifically around Wells Fargo and Equifax's attempts to cheat consumers out of our day in court by using forced arbitration.
