Making up for damage to ACA with what is essentially a bribe?


Over the past eight years, the annual COLA has averaged just above 1 percent. In the previous decade, it averaged 3 percent

It is not subject to interpretation. Congress can override it but only by passing a law.

It is based on the objective consumer price index.
