So, he can't know it's a surge for Dems, unless he's assuming that NoVA = Dems (which statistically would be justified at this point).

5. Unless it changed in the last decade or so, it has party registration.

It had open primaries, but still registration for parties.

maybe I mixed it up with another place I lived. I remember the open primaries with the pledge to only vote in one parties primary.
