He's discombobulated because he's in over his head. Seems to have assumed he would be popular and have more power. Interpreting his foolish behavior and ignorance as anything other than him being out of his league and willfully ignorant dismisses the real problem. This is what we get when an unqualified, inexperienced individual is elected to the presidency. He keeps going back to his campaign applause lines because that is the only way he knows to get positive reception.
It is the flaw of the tea party and "anti-establishment" ideology based only on hatred of politicians who know what they're doing. If we lose sight of that by trying to find an organic explanation for his behavior, we will be ignoring the anti-intellectual, anti-government forces that got him elected.
