Can anyone here help me puzzle out the organizational scheme of my county election results?

When I first looked, I thought they were listing the winners of each race at the top of the entrants list, followed by the others in order of highest to lowest number of votes. As I skimmed through the list, I was getting very happy to see to many Dems listed first!

But, then I realized that they always listed the Dems first followed by the Rs, each group in order of highest to lowest number of votes.

JUDGE OF THE SUPERIOR COURT
VOTE FOR NOT MORE THAN 4
MARIA MCLAUGHLIN (DEM) . . . . . . 56,390 13.89

But then I found at least two examples where that wasn't the case either:

Did they just fail to follow the protocol occasionally, or is there some other explanation I'm missing? Also, any thoughts on the order of the listing of the races? There doesn't seem to be any info on the site to explain.

Not a huge deal. I'm just curious.

I actually do know that it denotes someone who is running as both a Democrat and a Republican, though I think that's BS. Seems to me they ought to have to declare one or the other, if not Green, Independent, or whatever.
