Sessions can't because he had to recuse himself. If his replacement is not tied to Trump previously, wouldn't he have the authority to fire Mueller? That is why I am concerned about Moore winning and then having Sessions return to the Senate.

a presidential pardon? Is there any way to block a pardon from Trump?
