I suspect this is a negotiating tactic Trump has used all his life, designed to bring people to the table and have them give away the store before anything even gets said. The subtext is, as always, "If you don't accede to my demands, I'll just go with someone else, and then you'll miss out on this amazing opportunity to do business with TRUMP."

Unfortunately, Trump hasn't yet cottoned on to the fact that there isn't another Democratic congressional caucus down the road to negotiate with. If "Chuck and Nancy" don't want to meet with you, you don't get to go to the next Rolodex card and call up "Tony and Sarah" to cut your deal with.
